Introductions
Panel members were welcomed to the meeting by the Chair, who also ran through the agenda.
GP data programme update
The Programme Manager for GP data provided an update to the panel on technical developments for potentially accessing GP data. Following a previous discussion with the panel, the model was discussed in more detail and reviewed in the meeting.
Panel members broadly supported the high-level proposal and raised that patient engagement as well as GP engagement was essential to success and transparency.

Federated data platform programme update and opt out deep dive
The Head of Information Governance (IG) for the Federated Data Platform (FDP) and the Head of Communication (FDP) presented an update to the panel.
FDP Programme Update
The Head of Communication provided an update to the panel. Mobilisation meetings with the supplier are underway and engagement continues with stakeholders and the NHS system.
National Data Opt out rates have reduced significantly following the FDP contract award notice and have returned to pre-contract award levels.
Feedback via the engagement portal has been limited, however remains an option for the public to ask questions, register interest in engagement activity and provide feedback.
Update on actions from previous meetings:
The Head of Communications offered to arrange for a demo of the tech for the panel, which was accepted.
Opt Out in relation to FDP
The Head of IG provided a deep dive on National Data Opt Out in relation to FDP.
The panel raised a question on how the data will be linked to the Population Health plan, the Head of IG provided a high-level overview of the measures that will be put in place to ensure the data is secure and unidentifiable.
Any other business
The Chair raised a few points on the following:
- Meeting regularity over Christmas – Majority agreed to leave the next 2 meetings in the calendar. It was noted that availability of NHS England colleagues will be reviewed, with the panel receiving an update on scheduling of upcoming meetings.
- Meeting Scope and content – Decision on extending the meeting length to be made in the new year
- New Lay members – NHS to follow up
- Faster Data Flows – Panel to review the updated content based on previous feedback. Feedback to be sent back by the 18/12
- Timesheets – Request to submit timesheets by 08/12
