Panel members were welcomed to the meeting by the Chair, who also ran through the agenda.
Formal noting of previous meeting's action notes
The action notes from the previous meeting were approved for publication and no conflict of interest was raised.
Large-scale national engagement update
The Communications and Engagement Manager for the national large-scale engagement project provided a high-level overview of the topics for the project. These include:
- Trust products - capture input to inform the development of products that aim to improve public trust in how patient data is collected and used.
- Commercial models and principles – capture input to inform the development of a set of clear guidelines on commercial models that can be set nationally and adapted at a local level.
- Reform of the Opt out system - capture input to develop clear guidance for policy teams on public expectations on the opt out system.
- Data access, governance and accreditation - capture input to develop a clear set of recommendations for governance standards, which can be applied nationally and locally.
- Linking NHS and non-NHS data- capture input to develop guidelines on recommendations for policy development.
- Expectations of engagement on novel use cases of data - understanding public expectations of future engagement, particularly around potential future use cases of data
FDP programme update
The Head of Communications for the FDP programme provided a programme update to the panel. The programme published a redacted version of the contract pre-Christmas – redacted sections will be published in due course, where appropriate. Panel members were thanked for providing feedback on language around opt outs, this will be combined with additional engagement with assurance groups to ensure opt out information relating to the programme is accurate and easy to understand.
Comms and engagement focus - the programme has set up a number of assurance groups, including a check and challenge. The first set of minutes have been published on the website to uphold transparency. In addition to the existing assurance groups, a clinical advisory group will be set up to ensure clinicians across ICBs are continuously engaged with.
The programme is working towards undertaking a procurement to develop a product development framework. This will help create a multi-vendor landscape of suppliers to call of product development for the FDP.
