Pseudonymised data

SK introduced the item on the proposed high level policy of processing of confidential patient information removing identifiers without breaching the common law duty of confidence. The panel approved the paper agreeing to proceed to developing the guidance for the health and care system.

Article 40 Codes

JG provided an update on the progress of Article 40 Code of Conduct on Data Sharing for Secondary Uses. As there are a number of pieces of overlapping work in progress, for example, the ICO’s consultation on anonymisation and the task and finish group on data sharing agreements, it was agreed not to progress the work at this time in this existing form.

IG related roles

RM provided an update on the work on whether there is clarity in relation to the different IG roles or confusion and overlap between them. Volunteers were interviewed in different IG roles across various sectors to hear directly on what is working well and what could be improved. The Panel supported the next steps as set out in the paper.

Comms update

RM introduced the item on the IG portal which is a "on stop shop" for IG guidance, hosting blogs and FAQs as well. The portal was launched in October 2020 and we have now commissioned BritainThinks to undertake some user research of which the findings can be brought to a future panel meeting.

Data strategy

RK provided an update on the draft strategy “data saves lives: reshaping health and social care with data," which was published in June and the feedback received with the main themes coming out of the feedback with stakeholders.

RK advised that PHE no longer exists and they have been consumed within the UK HSA. NK agreed to review the membership in light of this.

There was no other business.

The panel meeting scheduled on 25 January was cancelled, therefore the next meeting date is 22 March 2022.
